What are steps to implementation

I'm in charge of developing scenarios for implementation of a software application for k12 education. Could someone please give me some suggestions has to the stages/phases and any other tips or suggestions?

Software project development

IT Technology PMgt is very demanding and requires a very special skill set and level of PMgt experience..

You'll need to consider
- Software Development Life Cycle
- Software Metrics (ie Function Point analysis to assist with estimation of project duration and resource reqts)
- Earned Value Method (to identify actual weighted progress compared to time elapsed)
- Functional Specification development (ie being able to clearly elicit the Business PMgr's or Client requirements)
plus the PMgr also needs a good grounding in Risk Mgt, Resource Mgt, Financial Controls, Project Tracking and reporting, HR/IR Mgt, etc etc.. if they're to be truly effective.

Historically > 80% of IT Projects fail to meet time, or cost parameters and all organisations need to learn from this record of failure.

It's essential that adequate training and mentoring be provided to the IT Technology PMgr.
