That depends on the hardware installed in the computer, how much heat is typically generated and how much your budget is. There are no simple, easy answers for every computer out there. To be honest, I have had never owned a liquid cooled computer. I have had a computer since 1977.

I’ll discount the liquid in the usual heat pipes here but all have been classic air cooled PCs.

Last one was the usual i7 and RTX 3090 GPU setup.

The best cooling options for a PC include several effective solutions. Air coolers, featuring large heatsinks and multiple fans, are reliable and often sufficient for most setups; brands like Noctua and Cooler Master offer top choices. For superior cooling, consider AIO (All-In-One) liquid coolers, which circulate liquid through a radiator and fan system, with Corsair and NZXT being popular options. Additionally, enhancing airflow with high-quality case fans from brands such as Be Quiet! or Noctua can significantly reduce internal temperatures. Finally, using high-quality thermal paste between the CPU and cooler improves heat transfer and overall cooling efficiency.

For standard builds, a high-quality **air cooler** like Noctua is reliable, quiet, and affordable. For overclocking or high-performance systems, **AIO liquid cooling** (e.g., Corsair) offers better heat management. Enthusiasts can opt for **custom water cooling** for extreme performance and aesthetics.

I believe it really depends on what you plan to do with your computer. I’ve had my PC for about 3 years with 5 fans and it has worked perfectly fine. One on the CPU, 3 on the front, 1 on the back. So unless you believe you will be using this computer for something that will REALLY heat up the CPU, then I wouldn’t worry too much about getting the more expensive, liquid cooling.
