Depends on the computer. Dells for instance allow you to go into cmos by pressing F2 when the bootup screen tells you. Some PCs let you press DEL instead. Once in cmos, look for the setting for boot device order. You can change the first boot deviceby following the instructions. Some let you do this by highlighting the selection and pressing the rught arrow. I don't think win 98 will let you format in fat 16, it uses fat32.

I assumed that you wanted or needed to boot from the CD because you DON"T HAVE A BOOT FLOPPY or otherwise had SOMETHING WRONG WITH THE A: DRIVE. Most other answers posted here assume otherwise.

If you are running win98/98se, you can go:
Start/programs/accessories/systemTools and select Drive Converter(Fat32); if you need to convert an existind or secondary harddrive. You should use your Win98 Start/Recover disk if you need to format a newdrive. Just boot with 'CD Support'.

Hope this helps ....... H

Boot the computer and watch the lower left section of screen during post it will tell you what key to hit to enter setup, then you will get the PCI configurattion page,go down the list to boot order, highlight and use the pageup or pagedown key to change the boot configuration, whereas CD-ROM will be first in line.
Insert the floppy in A:drive and boot the computer,at command prompt type in Fdisk, you will see screen with selections and choose to delete partition, there will be a question to enablelarge disk support, this will automatically enable FAT32.
Unless you are having problems with the floppy drive it is not necessary to change the boot profile.

Insert 98 boot disk. at a: prompt type fdisk. Answer yes to large disk support. Choose option 4 to view partitions. Hit escape to return to main menu. Select option 3 to delete partitions. Must delete logical, then extended, then primary dos partiton. Type the volume label exactly as it appears. Hit enter if volume label is blank. Hit escape to return to main menu. Choose option 1, create partition. choose option one again:create primary dos partition. wait for verifying drive integrity. Yes, you want to use maximum size. Verifying drive integrity. Must reboot pc for effect to take place. At a: prompt again type format c: /s. Will format c drive and make it bootable.
After complete restart pc.
To enter bios, usually tap either F2 or delete repeatedly at boot up. Should tell you which in lower left corner at boot up. Depending on bios, will need to navigate to boot, use plus or minus signs to change boot sequence. Usually cdrom, c, a. Hit F10 to save and exit. Will enable you to boot to cd-rom and install your os. Win 98 does not use fat 16.
Good luck. Instructions were from memory, but you should be able to figure it out.
