What licensing do I need to buy to run Windows 7 as a virtual machine

We want to move to using some of our windows workstations on our Proxmox Virtual Host Server instead of having full desktop computers at each workstation. We're planning on using Raspberry Pi's to remote into each Windows 7 virtual machine.

What do I need to buy to legally be able to run each windows 7 desktop as a virtual machine.

Someone in our office had previously bought some Windows 7 fully packaged but I'm not sure if I need more licenses to run these in a virtual machine. This someone also bought 2 Windows 7 OEM's but I don't think I can use these at all as a virtual?

Each Raspberry Pi is being setup to only connect to one specific desktop so for example 5 workstations will mean we have 5 windows 7 virtual machines.

Any assistance you can give on ensuring I'm not breaking any Microsoft rules when it comes to running their O/S as a virtual machine would be greatly appreciated.
