What does it mean when a TV spec says its 1080p compatible but “downscaled”

I was browing a few websites looking at a new HD TV and I want it to have the 1080p capability. Mostly it was “not compatible” or “compatible/capable”. I did start running into a few though, that were saying “downscaled”. I was wondering if anyone knew exactly what that meant and what the difference would be on the TV.
