What does the following message mean?

Oracle Error Code = 0
Timeout while obtaining an Oracle connection lock
Normally, I ignore these messages and come back later, but I have gotten this at two sites today and 2 yesterday. Is it me or the sites? There ismore to the message but I thought this was the main part. I finally decided I needed to know what this meant. Here is more of the message: The error occurred while processing an element with a general identifier of (CFQUERY), occupying document position (103:2) to (103:60).

It's the sites!

They're running an Oracle database somewhere, and have a programming error in it, or it's temporarily down for backup, maintenance, etc.

The error is a Oracle Database that is Querying to find the ASP associations and after the browser cannot locate it in a certain limit it is timed out.The numbers represent the location of the document,when you request a document in the database and querying will try to locate the document in the location assigned.So you were given a message that this document could not be located or not available at the time of search.
