what does this error mean & where is it

When my friends computer is turned on, the Windows 98 goes through the motions all the way to the desktop, then an error bos pops up. It says “cannot locate C:\Windows\NewDot~2.DLL” The \ is supposed to be a backslash but my keyboard must be drunkright now. The problem my friend now has is he cannot get onto the internet. We walked through the steps with verison on the DSL connection and that is not the problem. My question is does anyone know what that error is from, or what application it might be part of so we can uninstall and then re-install. Remember the \ should be a backslash.

Is there a place one can go to look up error codes?
