As I looked this up with https://www.google.com/search?&q=connect+Jira+with+ServiceNow it appears there are many solutions. As the CIO or such of your company you would list out the candidates and make the usual pro and con on each.

No one else knows your full requirements so this is the job you’ve signed up for.
