What is causing Event ID: 1001 every time I turn on my DSL modem?

Error signature is BCCCode:100000d1
BCP1: 00000014
BCP2: 00000002
BCP3: 00000000
BCP4: AE673B62

Event source: Winlogon

Every time after the modem is turned on, the system restarts and runs Checkdisk. There are different errors where the first allocation unit is invalid and windows trucates the entry.
I cannot figure out what is causing this. Did happen after reinstalling Verizon In-Home agent. New versions include FIOS software.
