What is CPU “Stepping”?

I looked it up and only saw talk about which steps are better for OverClocking, but not what it means for someone that is NOT OC’ing.

Got two CPUs I am looking at and the only difference is the stepping and the price. I don’t care about the difference in the price, just want the better of the two processors.
