What is going on with my old ram and second slot?

I have a Veritech 512 MB 400 mhz ram, but my mainbord use it at 266 mhz. Veritech is at first slot and it works. I have bought a Kingston 512 MB 400 mhz ram. When I remove veritech and put Kingston to first slot, it works. When I remove veritech and put Kingston to second slot, it works. But when I put veritech to second slot, my computer don’t boot.(with or without kingston.) When I put veritech to first slot and kingston to second slot, it don’t boot, too. What is the problem?

(Detailed explanation of “don’t boot”: power light and harddrive light lights but there is no display on the monitor.)
