Peer Work Group setup

"One of the computers incorrectly thinks it is the master browser"

Which can happen a lot in Peer Networking Work Group environment when there's no server and involving Machines that are turned on and off at different times of the day and especially when there are notebooks or laptops etc. that are being brought out of standby or hibernate after being off of the network or was the only machine on the network when it was put into standby or hibernate.

if the network is functioning then I wouldn't stress out about the particular event, it's one of those networking things

if you're seeing this on domain client PC's then there's definitely a configuration problem with the client PC which isn't a server and shouldn't be claiming to be the master browser as that's the DC Server's job,

in Peer Networking every machine is a client as well as a server, hence the "error message" when there's already a master browser and another one connects claiming to be the master browser;

I get the error message all the time at home and have no other ill-effects on my network.
