What is the best registry cleaner or maintenance tool for Windows XP SP3?

My PC is slowing down on bootup and I suspect issues in my registry. What tool(s) work best for this?

You may want to consider cleaning up your system first.

A nice scan for malware can be done with MalwareBytes. Download it, Install, update and run it. Then boot into Safe Mode and do it again.

While in Safe Mode clean out the prefetch, temp, and your user settings cookies, local settings temp, and temporary internet files.
Run MSconfig to determine what is loading at startup. Then open those programs to turn off their auto updates and/or autostarts.

Reboot to normal, update your anti-virus and do a scan. Then if you still desire to cleanup your registry download ccleaner. It is free and does a nice job. (actually you may want to download it first to clean up some of the other areas, but hold off on the registry until after the other steps).

I concur with IC-IT. Both are really useful tools, and free. They so often prove invaluable.
As with any 'under the hood' changes, proceed with caution.
Before making changes to the registry, take a look at this Microsoft article about backing up the registry.

I have been using CCleaner at our college for the better part of 4 years now. Used carefully it can remove all of the unwanted/unused reg entries, temp files, histories, etc. Plus it's free, although you can contribute to the cause if you want!
