What is "TV out" on a graphics card?

Does this feature allow you to watch TV on your PC or to use your TV as a monitor or something completely different?

This feature allows you to use a television as a monitor. Usually you can only get a resolution as high as 800x600 though, so it is only good for presentations or gaming. If you had a S-Video in then you could manage video, but not necessarily watch video. In other words, if you had a video editor, you could load your camcorder movie on your PC and edit it.

An "output" from the Graphics card to the TV, in other words, Large screen output to the TV, should be good for games, and using your PC as a DVD player (assuming you have a DVD drive of course).
Most cards support an S-video output (but not all TVs have an s-video input)
