What Languge 2 Use??

I have a idea to write a program for windows 95,98 that makes it simpler for students to make bibliographies for school related term papers, essays,projects(etc.)But before I can start I want to know what languge is better to use in this case. Visual Basic 6.0 or C++ CodeWarrior
