When you need an app to do something, you don’t really see and experience the UI and the UX before you download, so have to rely on a few pictures, a description and a list of functions it has. So I would say it hardly influences the decision to download it.
You experience the UI and UX when using it. So then you may decide you don’t really like it, and download another one to try.
So I think it influences the number of real users (unknown) less than the number of downloads (which are shown in the stores). While I would find the first much more important to define the success than the last.
