What support disk should a tech carry?

I have been supporting small business and the software is always onsite. Lately I have been doing home support and found that users do not always have restore disk (they have valid COL).
What OS disk and where can the media be obtained that I should carry for hard drive replacements and restorals using the clients COL key?
