What the Bad Rap for IT Project Management?

When I read that 68% of IT projects are over budge and over time, I was not surprised (Leliveld & Jeffery,2004). I know of an organization that started a PeopleSoft rollout in 2001 that is still going on. I wondered what the failure rate is for other types of projects. I found something interesting.

A review of 258 transportation project found that the projects over spent 28% to 90% and other studies also support a great deal of failure and cost over runs on construction projects (Ackermann & Eden, 2005).

It seems that IT has gotten a bad rap on project managment? Leliveld & Jeffery (2004) also noted a ?general lack of respect for IT? among business executives. Why is that?
