What would prevent a NT4 server to restart after a ghost restore?

A server had his drive ghost done by Ghost 2003, when the drive image was restored the server no longer boot Windows, the C: partition was check with Fdisk to be sure it was active, the primary partition was below teh 2G limit in FAT16, what I an missing?
