What would prevent Limited Users from starting up?

I have a standalone that my client has had an Administrator Acct working fine for a while now. Now he wants a handfull of his people to be able use this system, but not have full rights on it. We created a test account to ensure we can get it to do what we want. When logging in to the account, it accepts the credentials, but never starts up. The login splash screen pops up, but the desktop never starts up. When we change it’s account type to administrator, it logs in just fine. At one point, after rebooting, the test user accounts vanished and had to be created again. We are using XP Professional w SP3.
