What’s Eating My Hardrive?

I’m having problems with my hardrive developing bad clusters. It seems to keep accumulating more everytime I scan it. It all start with the first hardrive(Quantum Bigfoot 12GB) I had in my computer witch developed bad clusters in key areas that it crashed the system and could not be revived even with fdisk. So I brought a 20 GB Fujitsu and it started to develop bad clusters the first time I scan it with mircosoft disk. I also had no software on the computer except Windows 98. I’ve also ran the most up to date virus scans on all my software and it says they’re clean. I read low level formats can cure the bad clusters sometimes but I would like to Know the cause. Could this just be bad luck with hardrives or is it something else. Please Helpany information on this problem is greatly appreciated.
