What’s R-base?

Hi

One of the machines on my company network contains a folder named config.msi. Within the folder are, according to my file extension identifier, R-base files. I have never heard of R-base files. I have recently upgraded this machine from W95 to W98. Are they part of the install procedure, and if so, why do they not appear on any of the other machines I have upgraded.
