What's the best msi packaging tool for net admins?

I am looking for a tool to help create msi packages from .exe's to enable distribution from a GPO.

I have used Wininstall LE from the Windows 2000 CD in the past to package legacy apps, but am wondering if there is a better product available that will handle transforms etc.

As a network admin I am searching for ease of use, not features geared more toward application development.

Anyone have favorite products or product reviews they can pass on?

MSI Studio

For the last several years for msi packaging we've been using scriptlogic's MSI Studio.

It worked great in our environment.

MSI Studio allows creating, editing and testing MSI packages as well as creating and managing response transform files (MSTs).

In addition, there is a special version of this tool that can be integrated with Microsoft Systems Center Configuration Manager 2007.

Advanced Installer

I really like the Advanced Installer repackager:

It captures everything in my EXE packages and it even interprets the captured data when creating the MSI.

You can also take a look at the AppDeploy repackager: http://www.appdeploy.com/tools/repackager

It's not that good, but it's free.
