What’s the best resume for highlighting “soft skills” and no education?

I have been in the workforce for 15 years, always working in an office environment. I’m 30 with no college education but plenty of transferrable skills that I believe could take me into any industry. I spent about 5 years doing IT support (helpdesk, very basic desktop support, etc.), 7 years in telecom and the past 7 months in healthcare (which is where I think I’d like to stay). My current role is Business Analyst but I’ve realized it’s just a catch all for stuff unassigned to anyone else that “somehow, somewhere, by somebody, needs to get done”. I’ve also been laid off as of Sept.1 and am not sure what the best type of resume format is to use.

I have used a pretty effective format with job description and bulleted accomplishments for each major role I had over the past 5 years but it’s not as fluid a document as I’d like to read if I were filtering resumes for a job opening.
