Here’s what I think: unsolicited email is comprised of the following types:
a. legitimate direct marketers who would
pay attention to this new law
b. legitimate (?) direct marketers who wouldn’t pay attention to it
c. spammers who wouldn’t pay attention to this law
d. automated spammers (like worms, viruses, etc.) that wouldn’t pay attention to this law.
My guess is that the bulk of my spam today is from (c) and (d) above. Hence, I doubt this law will have little effect, unless backed by successful enforcement, and even then, it can’t help with (d).
