Wheelmouse freezes

I’m running XP home on an HP412.
If I get a pop-up, for instance asking if I want to allow Active X (which I have set to ‘prompt’)
the wheelmouse function freezes, & I have to use the scroll arrows to restart it. Once I’ve moved with the scroll arrows the wheelmouse works again.
Any suggestions?
