When it comes down to Network Security H

After recently taking over as System Administrator for my company I noticed Audit Logs being either deleted and/or read by normal “NO SAVY” users. Files being accessed and Important highly confidential directories having “Full Access” to the Everyone or Domain users group. How do I implement either a new lockdown or a new policy that wont either cause another “POSTAL” outbreak or make me the newly hated kid on the block?? Even UpperManagement and Major Investors are screaming that “Its rediculous we all work for the same companynobody internal would do that” I am tired of trying to Implement a new strategy to just getting it Knocked Down. I come from a string of Fortune 500 companies and Im used to strict documentation, High security, Contingency planning and everything needed so that I can have the most Higly secured, not to mention robust network possible.

PLEASE HELP! When it comes to politics I lose!! But give me the gaval of decision and oppurtunity to implement it tightly mycalls for Support due to Files being deleted or missplaced etc etc would be slower than my everyday GO NUTS DUE TO CALLS AND TEMPERS Flaring.
