When opening a new word document the official footer is not displayed

When opening a new word document the official footer is not displayed. I’ve been having trouble trying to resolve an issue where our company’s official footer is not shown on a new word documents when word is first opened. I went to this path where the template is kept, change it with a template that has the footer but it didn’t resolve the issue.

C:\Documents and Settings\gmorris\Application Data\Microsoft\Templates

Does anyone have ideas?
