Where does incoming mail go if MS Exchange server is down?

Incoming mail is at the mercy of several factors including the software being launched, the server on which it is hosted is up and running, power outage for an extended time, and/or internet connectivity, etc.

When one of the above shuts Exchange down, what happens to the incmoing e-mails?
