Where has picture resizing gone

When I first installed Windows XP I could right click on a picture in any folder and select “Mail To”. A dialog box would open with several options to resize the picture for emailing. It would then open Outlook Express and insert the resized picturefor emailing. Somewhere along the line this dialoug box has disapeared. now it just inserts the original size picture…How can I get this dialog box back?
