Where is StartMenu/Programs defined NT4?

Where is the Start Menu/Programs defined in the Registry or System Policies on an NT4 system?
I have a user where it is (Empty), although the programs are in C:\\WINNT\Profiles\All Users\Start Menu.
How can I correct this?

There's also an entry under each user profile name in ...\profiles\...

A Subdirectory under Winnt\profiles\XXX is created each time you create a user. With Admin rights you can copy profiles from one user to another under control panel system profiles.
In the profile, each user saves it's desktop, access to apps, internebt environment and so on.
Allways try to move (using explorer) direct access to most common apps to the profile named ALL USERS, and it will be available for any new user

All of the programs are in the /All Users folder, but when the user (or Administrator!) logs in, they are not visible in Start Menu/Programs.
