Where'd my RAM go?

Hey guys I'm new. Well lets start with my question. My motherboard supports a full 32 GB of RAM, but I started small with 4 GB. I then decided to upgrade to 16 GB, and after a few bad runs with bad memory modules, I finally got a set of 4 4 GB sticks of RAM that is compatible with my motherboard. I installed the RAM and it worked beautifully all 16 GB showed up on Windows 7 Pro 64bit. Then one day maybe two weeks later, I noticed the Windows 7 was reporting 16 GB (12 GB usable). I ran a memory diagnostic and the memory checked out ok, so its as I said before, where'd my memory go? Any suggestions would be appreciated. Thanks.

What does the BIOS show as Installed RAM

Also did you save the changes after installing the RAM as you exited the BIOS?

what version of windows 7 are you using?

Are you sure you have windows 7 Professional 64 bit? Because if you run a home edition it will behave this way.

Look In Resource Monitor

Open Control Panel, Performance Information and Tools, Advanced Tools.
Select Open Resource Monitor.

Select the Memory tab. You should see what processes are using memory and what memory is "reserved" or Cached.
