Cached memory is usually in RAM, unless you're referring to the cache of the CPU itself. In that case, that would be the fastest, as the data is already in the chip, so there won't be a call to external memory.

Physical Cache memory, ie L1, and L2 cache, and some top end machines which have "add-on" cache is by far the fastest. It operates at true processor speed, which is why it's prohibitively expensive.

1mb of cache memory starts around $77, so the 64mb of regular ram you might purchase for $70 would cost you $4,480.00 if you bought it as cache.

Next fastest is ROM, but ROM is a special Read only Memory, and is usually about 32kb. It is only used for special, non changing information, and is generally not used in the PC market.

Slowest, but most common is Ram, but there are many flavors here too. Common today is the PC100 and PC133 SDRam, which operates at the computers bus speed, and is the fastest you can get without purchasing cache ram.

Older systems run many other varieties of SDRAM, DIMM's, SIMM's, DRAM's, and ( showing my age ) SIPP's. These were generally rated in Nanoseconds, and before skipping to PC100, the fastest available was 60ns.

Cached memory is faster. This is because it uses static memory which operates at a faster speed. That is why all CPUs has included in them various sizes of cache memory.
