Why do they call them 3.5 inch drives?

I think that back when floppy discs were the main way to store and move files on all computers, the 5.25 size and then the 3.5 size, everyone started calling the drive for the latter a 3.5 inch drive. Now they use the term for everything, i.e. 3.5″ HDD, and card reader for 3.5″ bay, or USB hub-fits in 3.5″ bay etc. Has anybody but me ever bothered to check the drive or drive bay size? If you do you’ll find that they’re 4″ wide. All so-called 3.5″ drives are. I think it’s too late to change now but why did it start in the first place. I gave my reason which is the only one I can think of. Anybody else have any ideas or responses to this?
