Was a preloaded system? If so call them for a technician to look at it. It could very well be a motherboard/bad chip. If your warranty allows you to open the case I would check all cables and their proper termination. Otherwise call Dell for a service call.

The system has been installed by me. It is an old pc but just suddenly stopped working.

What kind of failure?
Error messages?
Will it boot from floppy?
If it boots from floppy, can you see the c: drive?
If you can see the C drive does it have boot files < command.com, io.sys, msdos-sys >

Check BIOS.
(1) If the Optiplex boots from floppy & you can access C:, determine the boot sequence. On boot (from the DELL splashscreen), press F2 to enter Setup. Scroll down to Boot Sequence-> press enter-> enable the devices you wish to bootfrom & the order you want to boot these devices (usually floppy 1st, HDD 2nd, CD 3rd).

(2) If you boot from floppy & can't access C:., check BIOS for values in Primary Drive 0.

I cannot get to the bios Since the machine does the memory test ok, the floppy light comes on it then just stays on. I have tried a different drive same effect, I have also tried a different cable

This may sound stupid, but do you have a floppy in the drive. If so, remove it, and then boot.

If no floppy in the drive, what error message do you see on the screen. If you get something like fixed disk controller error, or HDD error, then you have an internal problem which will problably need servicing.

Check your bios to see if the hard drive is detected.

If you see a message upon bootup like "non-system" disk, or operating system not found, boot with a floppy disk and see if youhave files on C: drive. If no, then you need to re-install.

I had the same problem a couple of months ago and was able to contact the dell support site. Make sure your num lock cap lock and scroll locks are on then try <alt E > followed by <alt F >

The alte will reset your NV ram and alt f restores your bios defaults.
