Today’s PCs do heat up. Nothing wrong about that.
You left out make, model, temperatures etc so no one can dig in here.

When I used a notebook previously, I had bought a special elevated stand the raised the back side of the laptop about 2-3 inches and had at least 3 fans constantly recirculating the air from the bottom of that laptop. The device was built of vented aluminum and did an excellent job cooling the laptop. The heat issue is not unusual and it doesn’t take much $$ or space to help keep it cool.

Your laptop may be overheating due to dust in the ventilation, a faulty fan, overloaded applications, old thermal paste, or high CPU and GPU load. Clean the ventilation, check the fan’s functionality, close unnecessary programs, and, if necessary, contact a service center to replace the thermal paste.

Placing it on a flat surface without any loose cloth or other items which get sucked up and block the air intake and cause the entire thing to get hot.
However Hot is a relative term you may consider 25C hot when the thermal cutout is set to 90C at which temp most modern CPU are quite happy to run at much hotter and they start to slow down to stop the unit overheating and destroying itself. There have been many times I’ve seen people place a NB on their legs and the material of their cloths get sucked up completely blocking the air intakes and raising the temp way above the design limits of the system.
Just because they are called Lap Tops by some people doesn’t mean that is where they should be run any computer needs a solid stable surface to run on with no rubbish to get sucked into the air intakes. Cooling pads also help in hot places where the air is so hot it doesn’t cool the IC’s to the same extent as cooler air does. Just like a car a F1’s engine is going to run hotter when it is in a race behind the next guy and they are battling for a place where as if it’s 2 seconds behind the next ca it has lots of cool air with no preheated air from the next car up the road.
As for Heat-sinks and air channels blocked with lint that has already been covered and comes about because the NB is not being used correctly and is basically using a bit of material of some sort to filter the air and suck in any loose bits of material. There is already enough dust in the air to cause this to happen quickly and the more dust you subject the thing to the more it is going to sick in. Many years ago at a construction site their servers would last 6 months before self destructing full of dirt and other rubbish. I cured that by using fan less cases but they where for desktops and servers not NB’s and to be perfectly honest the NB you are asking about could be well within it’s Operation Range you just think it is hot.

Your laptop could be heating up for many reasons for example it could be because there is dirt inside of it and it is getting in the way or your cooling system could be not working properly or it could just be getting old and is starting to break from time ware.
