Why does one user takes an age to logon when an Identical user doesn't?

Windows 2000 server (SP4)

One of the users in our domain takes approx 10-15 mins to logon but when you use a different user account on the same PC it gets in right away.

I have tried the same logon on another PC and it also has the same issue so I am guessing it is related to that user account but when I created a new test account by copying a good user as a template it also takes a long time to logon?

How is it that 2 users with the same credentials but one will have grief logging in?
The DNS is the same on both client PC's and DC is not acting as the DNS server they are resolving domain names from another DC on the network.
