Why does Windows 9x systems lose time?

Why does Windows 9x lose clock time?
I have a large number of various computers running windows 9x. Many of them begin to lose time – some just a few minutes a day, others hours.

We have turned off all energy efficent, removed all scheduled activites, do not run screen savers.

Please tell me the solution.
