Why doesn’t Windows XP read when a new CD is inserted?

For some reason windows XP has stopped reading my optical drives when I insert a new disk. Occasionally when I reboot my system it will recognize the disk that’s in the drive, but if I put in a new disk it won’t read. How can I fix this?
