Why don’t all 2003 AD GPs apply to my 2000 Pro systems?

I am working with the organization that provides us with Internet access. To prevent rogue Internet setup, the LAN settings for IE are being passed using GPOs. I have run into an interesting situation. Originally the ?Use automatic configuration script? option was passing from the Windows 2003 Active Directory Group Policies to the Windows 2000 Professional workstations. Now, if a user accesses the system for the first time, another installation of IE is performed or if the ?secedit /refreshpolicy user_policy /force? function is called, the check box for ?Use automatic configuration scripts? fails to accept the forced setting.

I have set the GPO to force the settings. The users cannot access the Connections tab of IE, to help prevent rogue Internet access. This is also passed via GPO and still works when the ?Use automatic configuration script? policy fails. I have spent the better part of 8 hours digging for an answer without luck. Has anyone else run across this? If so, could you please guide me to some sites that will provide an answer? Please keep the sites along the level of ?dummies?. I’m not the brightest bulb in the chandelier. 😀
