Why Group Policy Preference Shortcuts aren't applying?

So I have no problems deploying GPP shortcuts (Server 2008R2 DC's and Win7 clients) to clients when the shortcut preference is configured to appear on the users desktop and runs in the users security context. However when I try and use All Users Desktop (Common Desktop) I run into some issues.

So I uncheck the option to run in the users security context when I want it to appear in All Users Desktop and what I'm finding is it only works when the user has full rights to the actual shortcut. To reiterate, NOT full rights to the Public Desktop on the local machine, but rather full rights to the shortcut, regardless if it's a trur network share or just a UNC to a folder on a file server.

Being that for right now I only care about a Citrix Virutal Desktop environment I experimented by giving the computer account full rights to the shortcut location and this did work, however I really don't want to add 180 computer accounts to the security of these folders. I then thought i could create a security group and add all the computers to this group and just give the 1 group rights, however even though it works when the computer account(s) have rights directly, it does NOT work when they're in a group - weird! Any thoughts would be greatly appreciated, thank you!
