Why in XP Pro wont my numlocks stay on at startup?

I got a recent image from our company with XP Pro Sp3. When the computer boots up num locks are off. If I turn them on, press ctrl alt del to login, then login they go off again before the desktop comes up. They are set to On in the bios. I also ran MS fix it50087.msi with no luck. If I reboot, when the XP splash screen comes up they go off and then come back on a few seconds later. As windows boots and the screen that says Please wait, preparing network connections, applying settings, ect appears... They go off again. Any thoughts here, its annoying...

If I log into the machine and not the domain with localadmin the numlocks will come on but is still off at the ctrl alt del screen?

For the Ctrl-Alt-Del numlocks change :
HKEY_USERS/.Default/control panel/Keyboard
Set the InitialKeyboardIndicators to 2

for your User
HKEY_Current_User//control panel/Keyboard
Set the InitialKeyboardIndicators to 2

and under
HKEY_Current_User/control panel/ there is no keyboard on that list?

Check your BIOS, too, for a numlock setting.

This, occasionally, can be the culprit.

num locks in bios are set to On like I mentioned in the original post...thanks

are provided to you by the Local System Account, Userinit.exe, & Winlogon.exe

and since the Local System Account never gets logged into interactively
the numlock state is off while the login is being processed

every new user account will have the numlock state set to off until it is set to on while logged into that user account and then logged off with the numlock state on

the numlock state should progress as follows

- BIOS says numlock on
- windows begins boot process
- control of the system passed from BIOS to windows kernel
- Local System and Network Service accounts registry loaded
- numlock state set to off
- press Ctrl+Alt+Delete to login appears
- user presses Ctrl+Alt+Delete
- login dialog appears
- user types user name and password
- user's registry loads
- numlock state set according to state set at last log off
