Why is USB2 port acting like USB1.1?

I recently got a new pre-built Acer (AMD64 x2 3800, 1G, 250G, mobo FC51GM) that says it has 8 USB2.0 ports. However a reminder keeps popping up that says my USB root hub would work faster if it were connected to a high speed port, click here for a list of ports. The list says there are no high speed ports installed.

I have Windows Media Center installed with SP2. I have uninstalled the whole USB port structure and restarted so that XP SP2 could install the 2.0 drivers, but it does not do so. Several emails to the dealer and to Acer have gone unanswered. I can’t quite match mobos on the Foxconn site to the FC51GM that Acer says is its mobo, and I don’t see anything there about USB drivers anyway.

I don’t have a mobo disk or a separate OS disk, only the ‘recovery’ disks from Acer and I am loathe to try them because I fear it will wipe out all the setup and programs I have installed.
