Why isOutlook still sending all messages from all accounts to junk mail?

I am not a master, but i can fix most outlook problems. This one has me perplexed. I have a computer that had outlook 2007 on it. We tried to install 2010 but it would not let us, so we had to use the microsoft fix tool to remove everything.

I moved over all of my outlook pst files from the other computer and booted Outlook 2010 up. all files and folders are there, but all messages go to the junkmail folder.

This is on a pop account not exchange so there are no server side settings

I tried several things to fix this:
Checked the junk mail settings
checked individual folder junkmail settings
I even edited the registry to disable the junkmail settings, now the junkmail settings are "grayed" out.
I checked all of the move and rules.
I even cleared all server and client rules by running command line scripts from the run menu.

I am baffled. Is there any guru out there in tech republic land that can think of something else to try? it is very annoying having to use my junkmail folder as my inbox.

this was a learning experience.

It was actually an uninstalled Norton program that had left an antispam setting on there, once i ran outlook in safe mode, it worked . so it was just a matter of investigation.
