Why Two Explorer.exe in Win XP?

I have two instances of explorer.exe on my system. One for user SYSTEM and one for user MYUSER. They use LOTS of RAM. It is ok to stop one of them without problems, but why do two explorer.exe start at all? Can I change this behaviour?
