Why Will WinXP Not Load From/On SATA?

Building a special computer for a lab technician. Haven’t built one for a couple of years. Trying to load WinXP. After files have copied from CD (1st reboot during setup), computer re-starts and goes right back to the setup again. Why is this happening? I do not wish to use RAID. Now I did load (just as experiment) Win2K and it loaded, but not recognizing the entire drive size (roughly half). Do I need to load the RAID drivers or now since I have Win2K loaded, could I just upgrade from Win2K to WinXP with no problems, or will the same thing happen again and still have to load separate drivers? Could this also be a BIOS adjustment problem?
