Why wont Outlook mail receive? It does send though.

I am helping a friend that's having a problem with Outlook 2003. She received an email from a friend that had a word document attached to it with a recipe, the file has been scanned and is completely clean. This email just keeps sending over & over.
She can receive emails however can't send them.
The error is " x800CCC0F"
I checked the control panel to check mail settings and there isn't a Mail icon there anymore.
Also there is a really strange icon I have not seen before "dispositivos de medios portatile conectados al equipo Windows Media Player 10"
Any help would be appreciated.

What region is this system set to?

What is it's default Language Spanish?

Anyway a rough translation reads

portable media devices connected to the computer windows media player 10

As for not sending E Mail what is the Outgoing Mail server set to? Is it set tot he ISP that you are connecting to or another?

Hi, I have just been able to sign back into my friends computer, the language settings are all English, Australia and I can't even get into anything to do with mail to check the settings there, it's like the mail folder has completely disappeared.........

Why are you looking in the control panel?

The settings you need to check are under Tools -> Account Settings in Outlook.
