Widows XP fails to boot

Hi I have a Toshiba Satellite A45-S151.

The system with origional HDD will not boot, choose either safe mode or normal the same result.

In safe mode it stops after the line
windows\system32\drivers\Mup.sys

In normal mode the white progress band goes across the screen the the scree blanks and nothing else happens.

In both cases the HDD stops all access.

If I try with install CD it goes through all the items at the bottom of the screen then stops when starting windows, it will also do this with a new blank HDD.

I have tried new memory and a CPU.
