Win 2003 Security Profile error

I create a folder called [abc] i set the security settings to administrator and Group users full control and removing all inherited promissions, i add a user in computer managment and set the home directory to [?:\abc] and click apply, the group user is removed from the folder security and the new user is in its place with full control. how or what do i do the stop Win 2003 from doing this?
