Win 95 HD failure

Hi.. I bought a small hd about 1gb and i cannot format it. i have tried fdisk/mbr. i have place in another pc and run as a slave and tried to format it there.when i run scandisk it gets to about 17% and gives up, i think there may be some kind of decompression software on there but not sure.can any one please help or should i just chuck it in the bin..
